SomLaw, with the support of JustPeace, will offer eLearning courses on law-making for MPs and staff from the Federal Parliament and the Legislative Assemblies of Galmudug, Hirshabelle, Jubaland, Puntland, and Southwest State. Public participation and the inclusivity of law-making processes will be enhanced through an additional eLearning course for civil society organizations. Moreover, SomLaw experts will support the Legislative Assembly of Galmudug through legal and technical advice. The overarching objective is to support the development of a coherent legal order within the newly established federal system, thereby pacifying and stabilizing Somalia.
These courses generally aim to reinforce a culture of constitutionalism, the rule of law, and good governance by supporting sub-national legislatures in Somalia. They ensure that their law-making processes are based on these principles, fulfill international legislative drafting standards, and align with Somali constitutional and federal law.
The specific objective of the courses is to improve the quality of law-making in Somalia, particularly in the five Federal Member States. This includes reducing contradictions between federal and member state laws and involving civil society in the law-making process.
