Capacity Building Program for Somali National University Law Students On Chapter 15

The Somali Centre for Rule of Law and Good Governance (Somlaw) successfully conducted a capacity-building program for law students at Somali National University, focusing on Chapter 15 on Final and Transitional Provisions of the Constitution on 2 March 2026.

This initiative is part of Somlaw’s broader commitment to strengthening legal education and empowering future legal professionals with a deeper understanding of Somalia’s constitutional framework. The program was funded by the European Union (EU) as part of its continued support for governance, legal reform, and institutional development in Somalia.

The training aimed to:

  • Enhance students’ understanding of constitutional provisions related to transitional governance
  • Explain the legal and institutional implications of final provisions
  • Bridge the gap between theoretical legal education and practical constitutional application

During the session, participants explored:

  • The significance of transitional provisions in ensuring continuity of governance
  • Legal mechanisms that guide the transition from provisional to permanent constitutional order
  • The role of state institutions during transitional phases

The program was delivered through interactive discussions, case-based explanations, and open dialogue, allowing students to actively engage with the subject matter.

At the conclusion of the program, participating students were awarded Certificates of Participation in recognition of their active engagement and contribution during the session. This recognition serves as both an acknowledgment of their involvement and a motivation to continue contributing to Somalia’s legal and governance development.

Students expressed strong interest in the topic, particularly in understanding how constitutional provisions affect real governance processes in Somalia. The session provided them with:

  • Practical insights into constitutional interpretation
  • Improved analytical skills on legal frameworks
  • A stronger appreciation of their future role in strengthening rule of law
