Somali Centre for Rule of Law and Good Governance (Somlaw) successfully conducted a Capacity Building Programme on the Federal Police Bill in Mogadishu on 13 May 2026. The programme formed part of Somlaw’s ongoing efforts to strengthen legal knowledge, promote good governance, and support informed participation in Somalia’s legislative reform process.

The training brought together participants to enhance their understanding of the proposed Federal Police Bill and its significance for Somalia’s justice and security sectors. Throughout the programme, participants explored the objectives and key provisions of the Bill, the institutional structure of the Federal Police, principles of democratic policing, accountability and oversight mechanisms, respect for human rights, and the relationship between federal and state institutions within Somalia’s constitutional framework.

Interactive presentations and discussions encouraged participants to examine the practical implications of the proposed legislation while exchanging ideas and experiences. The programme also strengthened participants’ ability to analyse legislative proposals, understand policy development processes, and appreciate the importance of effective policing in promoting public trust, security, and the rule of law.

Speaking after the programme, Somlaw reaffirmed its commitment to supporting initiatives that strengthen institutional capacity and encourage evidence-based legal reforms.
