Consultation with Somali Law Students on Chapter 15: Final and Transitional Provisions

The Somali Centre for Rule of Law and Good Governance (Somlaw), in collaboration with the Independent Constitutional Review and Implementation Commission (ICRIC), conducted a consultation session with Somali law students on Chapter 15: Final and Transitional Provisions of the Constitution on 3 March 2026.

This consultation forms part of ongoing efforts to promote inclusive dialogue and ensure that young legal professionals are actively engaged in Somalia’s constitutional review and implementation processes. The activity was funded by the European Union (EU) as part of its continued support for governance, legal reform, and institutional development in Somalia.

The session aimed to:

  • Gather insights and perspectives from law students on transitional constitutional provisions
  • Enhance awareness of the constitutional review and implementation process
  • Encourage meaningful youth participation in shaping Somalia’s legal and governance framework

The consultation brought together:

  • Legal experts from Somlaw
  • Representatives from ICRIC
  • Law students

The session created an open platform for dialogue, allowing participants to exchange views and contribute to discussions on key constitutional matters.

Participants engaged in discussions on:

  • The importance of final and transitional provisions in ensuring legal continuity and stability
  • Challenges associated with implementing constitutional provisions during transitional periods
  • The role of institutions in guiding constitutional transition and reform

Students were encouraged to critically analyze the provisions and share practical recommendations based on their understanding.

Law students actively participated by providing thoughtful insights, highlighting areas that may require further clarification, and proposing ideas to improve the interpretation and implementation of Chapter 15. Their contributions reflect the growing capacity and interest of Somalia’s youth in engaging with national legal processes.

This consultation underscores the importance of involving young legal minds in national discussions. Engaging students in such platforms contributes to:
