On 14 May 2026, Somali Centre for Rule of Law and Good Governance (Somlaw) convened a consultation with Somali law students on the proposed Federal Police Bill, providing a platform for future legal professionals to contribute to an important national discussion on policing, governance, and legislative reform.

The consultation encouraged students to critically examine the proposed Bill from both legal and practical perspectives. Participants discussed the constitutional foundation of the legislation, the governance and accountability framework of the Federal Police, human rights considerations, civilian oversight mechanisms, and the Bill’s potential impact on Somalia’s justice and security institutions. Students also shared recommendations and perspectives aimed at strengthening the proposed legislation and ensuring that it reflects constitutional principles, the rule of law, and international best practices.

The interactive nature of the consultation enabled students to strengthen their legal research, critical thinking, legislative analysis, and policy evaluation skills while engaging directly with issues of national importance. The event highlighted the valuable role that young legal professionals can play in contributing to legal reform and promoting accountable governance in Somalia.

At the conclusion of the consultation, Certificates of Participation were presented to the participating law students in recognition of their active engagement, thoughtful contributions, and commitment to advancing legal knowledge and public service.

Through initiatives such as this, Somlaw continues to promote inclusive dialogue, encourage youth participation in public policy, and strengthen a culture of rule of law and democratic governance in Somalia.
